Ye I think The teachers can use them in class. Because incase of emergency they can make quick phone calls. Also if the need to look up something during a lesson that can use their internet service to define anything. I also think that it is useful because it can be a calculator in math. A scientific calculator in science. Cell Phones are very important in school especially when The student or teacher wants to keep in touch with their family.
